Time to prepare for CARM

Let’s talk CARM!

First of all – what is it?

It’s the modernization of the Canada Customs collections process.

Before:
Importers paid private companies (customs brokers) for their duties & taxes.

After:
Importers will pay the government directly for duties & taxes just like you do for your income tax.

“The Canada Border Services Agency (CBSA) Assessment and Revenue Management (CARM) project is a multi-year initiative that will transform the collection of duties and taxes for goods imported into Canada.”

How does CARM impact you as an importer?

Any company importing goods into Canada must register in the CCP and post financial security by May 2022.

When does CARM impact you as an importer?

CARM impacts your company now. The online CCP is currently available to register your company, delegate access and permissions, view account information, apply for advanced customs rulings, and make electronic payments directly to CBSA for duties and taxes. Rather than submitting payment to customs brokers, which will be a discontinued practice by May 2022, the online CCP will be the sole platform to communicate with the CBSA and make payments.

Below is a step-by-step guide that you can use to register for CARM:

 

Step 1:

Locate your Company Business Number
It’s 9 characters and looks like ‘123456789RM0001’
Note you need to have an RM / Importer Business Number

Step 2:

Visit the CARM Portal

Step 3:

Choose Your Sign In Partner

This is just for verification – you can use your personal account

Step 4:

Create Your Personal Profile

Step 5:

Choose Register my Business

Step 6:

Enter Your Company Business Number

Step 7:

Validate Your Business Information

Step 8:

Review Your Business Information

Step 9:

You’re In!
Congratulations!

Step 10:

Click “Setup my portal”

Step 11:

Manage by business relationships

Step 12:

Go to Received requests

Step 13:

Click Approve on your Customs Broker
*If you do not see your broker in “Received requests” contact your broker with your BN and ask them to send you a request through the CARM portal

Step 14:

Select access to Specific Programs and then Program Management Access

Step 15:

Preview and Approve access details

Step 16:

You’re Done!
Your Customs Broker is Active
