Canada Announces Measures to Protect Steel and Aluminum Sectors

Effective Dates Begin June 30, 2025

On June 19, 2025, the Honourable François-Philippe Champagne, Minister of Finance and National Revenue, announced a series of protective trade measures aimed at safeguarding Canadian steel and aluminum industries and their workers. These measures come in response to ongoing U.S. actions affecting trade stability.

Key Highlights:

🔹 Adjustment of Counter-Tariffs
Canada will adjust existing counter-tariffs on U.S. steel and aluminum imports effective July 21, aligning with progress in broader trade discussions.

🔹 Reciprocal Procurement Policies
Starting June 30, the Government of Canada will implement reciprocal procurement rules. Access to federal procurement opportunities will be limited to Canadian suppliers and trusted international partners offering reciprocal access through trade agreements.

🔹 Tariff Rate Quotas (TRQs)
To prevent trade diversion and support market stability, new TRQs equivalent to 100% of 2024 import levels will apply to steel imports from non-FTA countries. These will be retroactively applied and reviewed in 30 days.

🔹 Government Procurement Focus
Canada will enhance the use of domestically produced steel and aluminum in government-funded projects, in coordination with provinces and territories.

🔹 Remission Framework
A time-limited remission process is in place to help businesses transition their supply chains. More remission approvals are expected soon, and the framework is under review to further promote the use of Canadian materials.
