President Trump yesterday evening, January, 29, 2026, issued an Executive Order stating an additional ad valorem duty may be imposed on goods imported into the U.S. which are products of a country that directly or indirectly sells or otherwise provides any oil to Cuba , effective at 12:01 a.m. ET on January 30, 2026.
The president cited IEEPA for his reason to impose the tariff, adding that Cuba imposes a national security risk to the U.S.
The exact tariff amounts have not yet been announced by the administration. However, the EO authorizes the secretaries of State and Commerce to “take all necessary actions, including issuing rules and guidance, to implement the tariff system and related measures.”
The EO fact sheet said the president may modify the tariff conditions if Cuba or affected countries “take significant steps to address the threat or align with U.S. national security and foreign policy objectives.”
In addition, the president warned in the EO that "Should a foreign country retaliate against the United States in response to this order or any action taken pursuant to this order, I may modify this order or actions taken pursuant to this order to ensure the efficacy of this order and the actions taken pursuant to this order to deal with the national emergency declared in this order."
